This office dealt with various levels of state, county and regional governments in the United States. Topics included are air quality, unemployment, economic development, rural development, energy, welfare reform, minority businesses and youth employment. Also included is a draft of the Comprehensive Employment and Training Act (CETA) Regulations.

Marion Barry was born in Itta Bena, Mississippi on March 6, 1936. From an impoverished family, he went on to become a vigorous civil rights activist and served four terms as Mayor of the District of Columbia. Barry grew up in Memphis, where he attended Booker T.
